Grandfather Rights and Vision Exceptions (DVLA)
Under DVLA Assessing Fitness to Drive guidance, limited exceptions to standard Group 2 eyesight requirements may apply to certain drivers who hold older (“grandfather”) licences. These exceptions are narrow, date-specific, and apply only to drivers who were licensed under previous regulations.
They do not apply to most modern applications and are assessed on an individual basis.
Visual acuity exceptions under grandfather rights
Exception 1 — Visual clarity or sharpness (pre-1992 Group 2 licences)
A driver may qualify for a visual acuity exception if:
- They were awarded a Group 2 bus or lorry licence before 1 March 1992, and
- They can provide a satisfactory certificate of experience.
Where a Group 2 licence was awarded between 2 March 1992 and 31 December 1996, DVLA guidance states that:
- Corrected visual clarity (with glasses or contact lenses if required) must be at least:
- 6/9 in the better eye
(this means what a person with normal eyesight can see clearly from 9 metres, you must be able to see from 6 metres) - 6/12 in the other eye
(this means what a person with normal eyesight can see from 12 metres, you must be able to see from 6 metres)
- 6/9 in the better eye
- Uncorrected visual acuity may be worse than 3/60 in one eye only
(this means very poor vision in that eye, where only very large objects are seen at close distance)
These standards reflect transitional arrangements following changes to Group 2 vision regulations.
Exception 2 — Drivers with vision in only one eye (monocularity) (pre-1991 Group 2 licences)
A monocular driver may qualify for an exception if:
- They were awarded a Group 2 bus or lorry licence before 1 January 1991, and
- The monocularity was declared to DVLA before this date
This exception applies only where the condition was already known and accepted under earlier licensing rules.
Exception 3 — Monocular drivers with pre-1997 car licences applying for C1
Drivers who:
- Hold a pre-1997 Group 1 (car) licence, and
- Are monocular (have sight in only one eye),
may apply to renew Category C1 entitlement (3.5–7.5 tonnes) provided they:
- Their remaining eye meets normal driving eyesight standards for Group 2 drivers, and
- Their side (peripheral) vision meets the higher safety standards used for lorry and PSV drivers
This is a specific and limited pathway and does not remove the requirement for full visual field compliance.

- These are exceptions, not standard entitlements
- They apply only to older licences issued before specific cut-off dates
- Most drivers renewing C1 or D1 entitlements must meet current Group 2 vision standards
- Final decisions rest with DVLA, not the examining clinician
